ÖBAG is the Republic of Austria’s strategic holding company and a trusted and reliable partner to its portfolio companies. As a public investor, we support, assist and safeguard our companies from undue influence, and enable them to operate sustainably. Our patient capital approach allows us to think beyond short-term cycles and focus on creating sustainable value for future generations.
Our work focuses on the value-enhancing investment management of our long-term portfolio. In doing so, we aim to retain valuable expertise, drive modernisation and transformation, and play a decisive role in ensuring the long-term competitiveness of the Austrian economy.
Our beginnings are deeply rooted in Austrian post-war history. Our predecessor organisation was founded in 1967 and since then has undergone several structural changes. In its current form, ÖBAG has existed since 2019.
While our predecessor organisation pursued both acquisitions and privatisations over the years, we now focus on active investment management. In addition to safeguarding Austria as a business and research location, our statutory mandate includes sustainably developing and increasing the value of the portfolio companies over the long term.
Furthermore, the ÖIAG Act regulates our strategic investment activities: it enables us to protect companies from takeovers and, where appropriate, to support location-relevant companies through minority investments, financing or guarantees.
We manage nine companies that are partially or wholly owned by the Republic of Austria.

We act in accordance with Austrian standards as well as international benchmarks. We draw on international developments that serve as a guide to investors, particularly in the areas of corporate governance and ESG.
Serving on the supervisory boards of the portfolio companies and nominating other supervisory board members is one of our core responsibilities. A professional, structured and independent selection process precedes the nomination of experienced experts for the supervisory boards of our portfolio companies. In addition to expertise and skills, we also place strong emphasis on diversity in the nomination process.
To ensure continuity and flexibility in supervisory board work, we apply the staggered board principle. This approach enables us to ensure long-term strategic portfolio management while remaining responsive and adaptable to new developments within the companies.

In addition to professional and transparent portfolio management and safeguarding Austria’s economic and research landscape, the ÖIAG Act also authorizes ÖBAG to make new investments. These investments primarily focus on supporting the growth of companies of strategic relevance to Austria by means of minority stakes, financing, or guarantees – provided this is desired by the companies themselves.
The ÖBAG Investment Committee comprises five experts: Henrietta Egerth-Stadlhuber (Managing Director of the Austrian Research Promotion Agency FFG), Susanne Halusa (Managing Director of Seibel Consulting), Gabriel Felbermayr (Director of the Austrian Institute of Economic Research WIFO), Bernhard Sagmeister (Managing Director of Austria Wirtschaftsservice Gesellschaft) and Maximilian Schnödl (supervisory board member, consultant and investor). Our Investment Committee brings together economic location expertise, investment and management experience, and competencies in technology, innovation and digitalisation.
